Notice to the Provincial ECA's: Disseminating Information About the CCDA's Online Survey to Review the Red Seal Occupational Standard (RSOS) for Construction Electrician
Backgrounder on NETCO's Partnership with the CCDA to Develop Red Seal Occupational Standards (RSOS) for the Construction Electrician Trade
In May 2013 the National Electrical Trade Council (NETCO) began a partnership with the CCDA to pilot a different standards development process and format that will replace the National Occupational Analysis (NOA) with a new standard referred to as a Red Seal Occupational Standard (RSOS). www.red-seal.ca The Construction Electrician trade and the Steamfitter-Pipefitter trade were selected to pilot test the new methodology. On behalf of the electrical industry in Canada, NETCO leads a National Industry Advisory Committee to provide oversight for the 24-month project-CECA is represented on the Committee by Colin Campbell, Garry Fitzpatrick and Bryan Leverick. The resulting Red Seal Occupational Standard (RSOS) for Construction Electrician will replace the 2011 Construction Electrician National Occupational Analysis (NOA) so this high-stakes initiative is NETCO's top priority.
With the support of the National Industry Advisory Committee, NETCO made a significant contribution to each step of the standards development process to date. For example, NETCO provided the CCDA with a comprehensive situational analysis report and the CCDA accepted five of NETCO's nominees to the one-week RSOS development workshop held in November 2013. NETCO also engaged the electrical industry in beta testing the draft RSOS survey and much of the feedback provided was integrated into the final version.
With draft RSOS standards now in hand, the CCDA recently launched its online survey. NETCO is coordinating the dissemination of related information through its sponsors (i.e., CECA, IBEW) and the upcoming NETCO 2014 Training Conference which includes a feature presentation. www.ceca.org/NETCO/training.asp The apprenticeship authorities in each jurisdiction are also contacting their industry stakeholders so there will be some duplication. Attached is a sample bilingual email that NETCO and P/T apprenticeship authorities have been provided to extend invitations to potential respondents. An adaptation of this template, targeted to an electrical industry audience, is embedded in this e-mail.
The establishment of valid national standards for the Construction Electrician trade is critically important for the electrical industry. They are the blueprint for developing apprenticeship training curricula and certification examinations. They are at the heart of the electrical industry's interests in safety. They are central to the values that electrical contractors share in delivering quality and excellence.
In my capacity as CECA Executive Secretary and National Electrical Trade Council (NETCO) Treasurer, I urge Provincial ECAs to play an active role in promoting an online survey released by the Canadian Council of Directors of Apprenticeship (CCDA) to review the Red Seal Occupational Standard (RSOS) for the Construction Electrician trade.
Ideally, the online survey should be completed by Construction Electricians with a Red Seal endorsement on their C of Q. The survey is available in English and French, along with a 12-minute RSOS Orientation video. The survey will be live until early September. The RSOS Orientation video also serves as a briefing for Provincial ECAs and I recommend that you and your staff review it ASAP. The online survey takes 2-3 hours to complete (participants may leave and come back) so I also urge Provincial ECAs to use their influence in incenting participation. The electrical industry will benefit from strong participation in the online survey by qualified Red Seal electricians committed to national standards and full-scope certification.
